Call for Nominations: Mandate 2027-29

Run for an elected position on the National Executive Committee (NEC) and contribute to your union! This is your opportunity to define the future of your union.

All positions are open for election for a three-year (3) term from January 1, 2027, to December 31, 2029. 

The 34 NEC positions are:

(a) President (1 position)

(b) Vice President TR (1 position)

(c) Vice President EC/LoP/OPBO (1 position)

(d) EC Directors (27 positions)

(e) TR Directors (2 positions)

(f) LoP Director (1 positions)

(g) OPBO Director (1 positions)

Who is eligible to run

All regular or pending members of CAPE are eligible to run for office this election period.


Promoting diversity

Members belonging to equity-deserving groups are encouraged to run for office to contribute their unique experience and perspective to the national conversation and help build a diverse NEC. Regional and linguistic diversity are also encouraged.


Key dates and timelines

Nomination period: June 1, 2026 to September 1, 2026

Members will get a chance to vote for their new NEC after the Annual General Meeting 2026 taking place on Sunday, November 15, 2026.


Submission instructions

Candidates may submit their nomination and sponsor forms electronically, by email or in hard copy. 

All required documents (nomination and sponsor forms) as well as all optional documents (biography, candidate’s reason for running, a photo of the candidate, and a website address) must be received at CAPE’s national office by 4:00 p.m. (ET) on September 1, 2026. Candidates’ biographies and photos, if provided, will be published on CAPE’s website during the election campaign.

Positions

President

The President is the sole full-time, compensated elected official at CAPE and represents all bargaining units.

The President-elect must be prepared to sign and execute the standard employment contract for that position prior to taking office on January 1, 2027. 

Pursuant to Article 19.9 of CAPE’s Constitution, candidates for the position of President are prepared, in the event of their election to the position of President, to reside in the National Capital Region.

Pursuant to Article 36.2 of CAPE’s Constitution, the NEC establishes the financial terms and conditions that form the basis of the President’s employment contract in compliance with the Constitution and By-laws.

Pursuant to By-law 3.5, all nominations to the position of President shall be supported by ten (10) Regular or Pending members of the Association. Nominations may optionally be accompanied by up to two (2) additional supporters.

All required documents (nomination and sponsor forms) as well as all optional documents (biography, candidate’s reason for running, a photo of the candidate, and a website address) must be received at CAPE’s national office by 4:00 p.m. (ET) on September 1, 2026. Candidates’ biographies and photos, if provided, will be published on CAPE’s website during the election campaign.

Candidates are responsible for putting together their full nomination package, including ensuring they have all required info and sponsors.

 

Vice-President

The Vice-President positions are voluntary (unpaid). CAPE reimburses members’ employers for book-off time in accordance with their collective agreements if the performance of their Association duties requires them to take leave from their government positions.

There are two (2) Vice-Presidents, one for EC, LoP, and OPBO members, and the other representing TR members.

Vice-Presidents’ duties and authorities are outlined in CAPE’s Constitution, including at Articles 10 and 11. Among other duties, the Vice-Presidents sit on the NEC, Presidents’ Council (as observers only), the Local Leadership Council, the Finance Committee and other sub-committees and standing committees as they choose, with the exception of the Audit Committee and the Elections and Resolutions Committee.

In addition to these regular meetings, Vice-Presidents are also expected to attend the Annual General Meeting, any Special General Meetings, Local Leaders Meetings, and Membership Budget Meetings as observers only.

Directors’ duties and responsibilities are outlined in CAPE’s Constitution, including at Article 11.

All Director positions are voluntary (unpaid). CAPE reimburses members’ employers for book-off time in accordance with their collective agreements if the performance of their Association duties requires them to take leave from their government positions.

Directors sit on the NEC and at least one standing committee or sub-committee and are also expected to attend the Annual General Meeting, any Special General Meetings, Local Leaders Meetings, and Membership Budget Meetings as observers only.

Elections and Resolutions Committee

Pursuant to By-law 3.2, the Elections and Resolution Committee (ERC) has complete and full jurisdiction over the election process. The ERC is comprised of volunteer members who are expected to act impartially and independently to ensure a fair and democratic election process. Members of the ERC are neither candidates for the election they are overseeing nor holding a seat on the National Executive Committee. The ERC’s role and authorities are outlined in Article 15 of CAPE’s Constitution.
