Since 2024, consecutive governments have announced plans to drastically cut spending – with public sector jobs becoming a target. 

While spending cuts may lead to workforce adjustment and job losses, there are other options possible before reaching this point. CAPE is actively pushing back against these measures while also ensuring that affected members have access to critical information and support.
 

Workforce adjustment: Representation and support

If you are a CAPE member facing the possibility of being impacted by workforce adjustment (WFA) or if you have already been affected, we encourage you to stay informed and seek assistance. CAPE is here to provide guidance, advocate on your behalf, and help you navigate this process.

CAPE alternation network

If you have been affected by WFA and wish to remain in the federal public service, alternation may be an option. 

Alternation is a mechanism that allows an opting employee who wishes to remain in the core public administration to exchange position with a non-affected employee (the alternate) willing to leave the core public administration. This can help the opting employee secure a continuing position and avoid an involuntary departure. 

As part of our effort to go above and beyond to help you, CAPE has also created an alternation network and resources to assist EC and TR members with navigating the procedure, and to maximize opportunities to transition into new positions.
