Workforce Adjustment: CAPE Alternation Network

We know that going through a workforce adjustment (WFA) process can be challenging and emotionally taxing. At CAPE, we are fully aware of the toll this can take and that’s why we are committed to supporting you and ensuring the employer lives up to its responsibilities. 

 

All departments or organizations are expected to participate in the alternation process

 

As per the National Joint Council Workforce Adjustment Directive, alternation is a mechanism that allows an opting employee who wishes to remain in the core public administration to exchange position with a non-affected employee (the alternate) willing to leave the core public administration. This can help the opting employee secure a continuing position and avoid an involuntary departure. The employer is responsible for the approval of a proposed alternation.

As part of our effort to go above and beyond to help you, we have also created an alternation network and resources to assist EC and TR members with navigating the procedure, and to maximize opportunities to transition into new positions.

What you can do

 

  • Volunteer to swap and leave: Members interested in leaving the public service and interested in swapping with an opting member should access the Alternation page and fill out the registration form

 

  • Find a volunteer to swap and stay: Members looking for other CAPE members willing to swap can check out our list on the page and directly contact the person listed. 

 

  • Spread the word, grow our database, help others: The effectiveness of our alternation network depends on you. The more members volunteer to be considered for a swap, the more options we can publish. If you know fellow CAPE members who are interested, please encourage them to fill out the registration form on the alternation network page. 

 

Disclaimer

 

Please note that CAPE only lists members wanting to leave the federal public service via alternation (the alternate). It is the members’ responsibility to exchange information with each other and contact the employer regarding the opportunity.

 

While CAPE can provide information about members who have volunteered to leave, it is ultimately up to management to approve any proposed swap. We continue to press departments to approach this process in good faith and to ensure every viable opportunity is explored.
