July 30, 2025 – The Canadian Association of Professional Employees (CAPE) and the Treasury Board Secretariat today signed new collective agreements for RCMP civilian members belonging to the SP-ESS and SP-TRL groups.
Around 400 CAPE members belong to the SP-ESS and 20 belong to the SP-TRL classifications and stand to benefit from the new agreements.
The new agreements reopened the existing collective agreements for the EC and TR groups to insert language specific to the RCMP SP-ESS and SP-TRL groups, respectively. This includes provisions on sick leave, vacation leave, and staffing and career development.
“These new agreements have been a long time coming and are necessary to protect the rights of our RCMP civilian members,” said CAPE President Nathan Prier. “I want to thank the bargaining team and all the members who helped to get us to this point. Our RCMP civilian members have been forced to work under stressful and uncertain conditions, and these agreements are an important first step in addressing that.”
Background
CAPE RCMP civilian members ratified the agreements in May, and the employer ratified the agreements in June. Members also voted to approve a longer implementation period. The original signing date had been set for July 21; however, the Treasury Board Secretariat was delayed in preparing the final copies.
On July 14, the RCMP requested a closer implementation date – contrary to both the agreements and the membership vote. After the bargaining committee pushed back on the employer to honour the agreement, July 30 was set as the new signing date. As a result, all newly negotiated provisions, along with the benefits outlined in the current EC and TR collective agreements, will go into effect on November 27, 2025.
