We are pleased to announce that the Canadian Association of Professional Employees (CAPE) and the Office of the Parliamentary Budget Officer (OPBO) have signed the new collective agreement, which is set to expire on September 20, 2026.
As you know, this one-year agreement was ratified on October 9, 2025. Since then, both parties have been working to make the necessary amendments to the collective agreement.
The OPBO confirmed that the following payments have been processed:
- First pay with the updated rates: November 4, 2025
- $3,000 lump-sum payment(for eligible employees): by February 11, 2026 (within 90 days following the signing of the collective agreement)
- Retroactive payments: November 19, 2025
