Québec Regional Council - Terms of Reference

Context/Meetings

The Québec Regional Council was created in 2020 to better serve the two local unions in this region. The goal of the Council is to provide regional support tailored to the needs of our members. It will meet twice a year, in the fall and in the spring. The meetings’ location will depend on the cost and availability of premises and will alternate between Québec and Montréal. 

Composition/Logistics

The Council will be composed of the CAPE President, designated labour relations officers of CAPE, the executive committees of each local union, and their delegates. 

Guests can attend the meetings with prior authorization, which can be modified by mutual agreement. The national office will provide administrative support, and CAPE will provide minutes in both official languages.

The national office is responsible for the logistics surrounding the meetings, and all communications related to the meetings should be sent through them.

Governance Structure

CAPE’s Harassment Policy will be read at the start of each meeting. 

The CAPE President acts as Honorary President of the Council. The presidents of the two local unions will act as meeting co-chairs. Participants will favour decision-making by consensus. Each local union will be able to make its own decisions and adopt its strategies with the CAPE President's approval. There is a quorum when at least one member from each region (Montréal and Québec) is present. In the event of a tie in a vote, the National President will decide.

Responsibilities

Participants will discuss the following topics, among others:

  • Various forums that allow local unions to hear and discuss member concerns
  • Active search for training opportunities 
  • Holding small group meetings with members of certain categories to discuss topics of concern to them
  • Holding of general meetings that facilitate participation
  • Improved visibility of CAPE through the distribution of promotional material
  • The Council can give its opinion on lobbying and the defense of rights in Québec
