Speaker Biographies
Helaina Gaspard
Helaina is a researcher, advisor, teacher and facilitator. At the crossroads of politics and public funds, her work focuses on state institutions that promote and govern the behaviour of actors who ultimately influence organizational performance and public policy outcomes.
Julie Desroches
Julie has over 16 years of experience working in the Public Service, the bulk of which were spent in the Human Resources field. Julie was the Manager of Agriculture and Agri-Food Canada’s Official Languages Program for six years. Julie has always been passionate about of Official Languages and, in 2018, was approached to become Chairperson of the National Joint Council Official Languages Committee. The Official Languages Committee reviews the Bilingualism Bonus Directive and hears final level grievances on the Directive, when required by the Executive committee. The Committee also provides opinions and strategic advice on decrees, policies and directives relating to official languages in the Public Service and discusses issues arising from these policies.
