Position Summary
The Senior Labour Relations Officer provides advice, assistance, information and representation to CAPE members on all matters relating to labour relations, conditions of employment and other related matters in the federal public service, at the Library of Parliament and the OPBO; represents CAPE at Departmental Labour-Management meetings; delivers training modules for CAPE members; contributes to CAPE’s publications and internal reports; provides organizational support to union locals, executives and stewards.
Requirements
Education and experience
• Undergraduate degree program providing a professional, in depth, knowledge of labour relations and its evolving practices and precedents, or related fields such as labour economics, workplace sociology, industrial psychology, or labour law or other disciplines related to the work enabling a candidate on how to provide information, advice, assistance and representation to members
• A graduate degree is preferred
• Seven to 10 years of experience of relevant and similar work with unions, government agencies, or NGOs
• Work experience in human rights and/or labour disputes is an asset

Key responsibilities
• Develops and writes presentations, correspondence, briefs, reports, articles, training materials, etc.
• Researches and prepares information regarding the rights or entitlements of members
• Collaborates with or obtains information from organizations in the design, conduct, and production of quality labour relations services to the members of CAPE and supports the Executive Director influencing change of those policies or related practices and systems
• Researches, writes, and reviews draft position papers, reports, and other documents in English and/or in French, provided by staff and elected officials before they are finalized for communication by CAPE to members and other audiences
• Reviews cases to be referred to the Board and, based on the review, determines appropriate steps
• Provides advice, research, and support to Labour Relations Officers and Junior Labour Relations Officers on labour relations matters.
• Interpersonal skills, as well as strong skills in writing, presenting, and public speaking, are required to communicate tactfully, respectfully, and effectively with various interlocutors, to provide advice pertaining to the rights and entitlements or members, and to train them

• Significant organizational, project management, and critical thinking skills
• Expert professional, in-depth, knowledge of the theories, evolving principles and practices of labour relations, labour economics, industrial psychology, and federal, provincial, and private sector labour relations policies, standards, and practices and related compensation levels
• Expert knowledge of labour laws and jurisprudence and the rules of evidence, to provide information, advice, assistance, and representation to members
• Sound knowledge of the Treasury Board occupational group allocation policy and guidelines, and of the job evaluation standards
• Professional in-depth knowledge of the mandates of different organizations of the federal Public Service, including the specific responsibilities of the TBS, PSC, PSPC, the FPSLREB, the NJC, bargaining agents, and the departments and agencies employing CAPE members, as well as knowledge of union protocol to maintain effective contacts and coordinate discussion and positions on occupational group allocation and definitions, job evaluation issues, pay and related policy and practices issues with other unions, and of union principles and values
