CAPE begins exploring new representation model to empower stewards

CAPE’s National Executive Committee has voted to begin developing a new representation model that reflects our union’s growth and evolution. This initiative is about giving you on-the-ground proximity support in the workplace by empowering your stewards and local leaders to play a bigger role. 

While this is just the beginning, it’s a major step toward building a union structure that complements existing supports and brings CAPE even closer to you.

>> Expanding the front line: Giving labour relations officers stronger local support

Currently, CAPE labour relations officers are responsible for handling all workplace issues and complaints. Members contact their designated labour relations officer for assistance with grievances, harassment complaints, accommodation requests, and other matters.

Under the empowered stewards model currently in development, stewards would become a key first point of contact for members seeking support with workplace concerns. Their role would include listening, providing guidance and support, and helping connect members to the appropriate CAPE resources. 

With the right training and resources, stewards could eventually assist in resolving straightforward issues at the local level, with CAPE labour relations officers providing oversight. Labour relations officers would continue to lead on complex cases and formal representation. 

The empowered stewards model will greatly expand CAPE’s representation capacity.

>> Learning from other unions, building for CAPE

Most unions in Canada, including PSAC and PIPSC, train stewards to handle certain matters. CAPE has consulted with other unions to learn the best practices and apply them to the development and implementation of this model.  

CAPE is now exploring what infrastructure will be required to successfully implement this model, including the resources, training, and support systems stewards will need to be effective and accountable. 

As a first step, a pilot project will be implemented at a few selected departments to test this model.

Until this model has been fully implemented, all CAPE members should continue to reach out to representation@acep-cape.ca for assistance. 

There have been no changes to CAPE’s representation services or representation policy at this time.
