Position summary
The Junior Labour Relations Officer provides advice, assistance, information and representation to CAPE members on all matters relating to labour relations, conditions of employment and other related matters in the federal public service and at the Library of Parliament; may be called to replace a Labour Relations Officer (LRO) at Departmental Labour-Management meetings; delivers training modules for CAPE members; contributes to CAPE’s publications and internal reports; provides organizational support to Director Representation Services and Education, union locals, and stewards.
Requirements
Education and experience
- College diploma or undergraduate degree in Labour Relations or a closely related field.
- 2 to 4 years of experience in related work.
Note: Equivalent combinations of education and/or experience are considered.
Key responsibilities
- As a member of the broader LRO team, provides advice, assistance, information and representation to members of CAPE on conditions of work and entitlements and rights in the workplace, including information on CAPE, the interpretation of the members of rights and entitlements under their collective agreements, employer policies, NJC policies, Part II of the Canada Labour Code, the Canadian Human Rights Act.
- Represents and advocates informally on behalf of members in formal redress procedures (including grievances, complaints, mediation and adjudication before the employer, or before the Federal Public Sector Labour Relations and Employment Board (FPSLREB)) through carrying out relevant research, preparing arguments, drafting the wording for formal notices, consulting with outside legal counsel, and drafting presentations to be made to either an Employer or before a Board, and through presenting cases and advising members on options available to them.
- Provides support to members involved in harassment investigations through preparing allegations or responses to allegations, accompanying members to investigation meetings and/or mediation sessions, keeping a record of proceedings in writing, consulting with internal or outside legal counsel as authorized to confirm the possible options for the members and advising members on options available.
- May be called to replace an LRO at Departmental Labour-Management meetings, inter-union forums, and other meetings with the employers of CAPE members; and provides organizational support to union locals, executives and stewards.
- Develops, updates, and delivers training programs and material to CAPE members, executives and stewards.
- Carries out research to:
- Review management proposals to exclude positions from the bargaining unit on the basis of managerial and confidential responsibilities;
- Review new or amended employer and departmental proposals on policies and/or programs;
- Keep abreast of changes in the federal Public Service and of general trends in labour relations;
- Analyze the potential impact of these proposals and changes for CAPE and its members, and as a member of an integrated team of professionals and semi-professional develop and present CAPE’s responses to these proposals and changes.
- Works as a member of an integrated team of professionals and semi-professionals on CAPE matters, including policy advice and the provision of information to the CAPE Director Representation Services and Education for the NEC, and makes contributions to the CAPE Professional Dialogues, the Annual Report, the Case Report, pamphlets and other publications of special interest.
- Serves as a member of project teams for the development and delivery of labour relations related projects, and supervises, as required, administrative staff, and co-op students assigned to projects and project teams.

- Practical knowledge of changing principles of Labour Relations
