CAPE Parliamentary Budget Officer group vote in favor of a new collective agreement

Ottawa - The Canadian Association of Professional Employees (CAPE) announced today that members at the Office of the Parliamentary Budget Officer (OPBO) voted in favor of a new collective agreement. 

100% of members who voted agreed unanimously to accept the agreement. The agreement will benefit all 28 CAPE members belonging to this group.

The tentative agreement was reached with the Treasury Board Secretariat on June 19, 2019 and was put to the vote shortly after at CAPE national headquarters in Ottawa. The parties were able to strike a balance between providing the OPBO with flexibility to meet its new statutory obligation for electoral platform costing in a pre-election year and ensuring that employees have flexibility with respect to work schedules and leave.

“From the beginning of my mandate, I was very keen to see our bargaining team reach the best possible collective agreement for our members in a reasonable time” said Greg Phillips, President of CAPE. “We are glad to see that a large majority voted in favor of the tentative agreement; This deal was hard fought and the product of months of intense work on the part of our bargaining team, which deserve to be fully thanked and acknowledge for this positive outcome.”

The Agreement expires on September 21, 2021

The new agreement includes the following pay adjustments:

  • Effective September 21, 2017  1.25%
  • Effective September 21, 2018 2%
  • Effective September 21, 2019 2%
  • Effective September 21, 2020  2%  

When the Parliamentary Budget Officer (PBO) was first created in December 2006, it was part of the Library of Parliament, and CAPE was certified as the bargaining agent representing a bargaining unit of professionals working at the PBO. When Bill C-44, the Budget Implementation Act, 2017 amended the Parliament of Canada Act to create a PBO that is separate and apart from the Library of Parliament on September 21, 2017, CAPE sought to continue to represent these employees, and on May 24, 2018, CAPE was certified as their bargaining agent.
