Employment Opportunity: Bilingual Labour Relations OfficersJanuary 23, 2018
CAPE, a union representing over 13,000 professional employees of the federal public service of Canada, is seeking two dynamic individuals who are committed to union principles and suitably qualified to assume the duties and responsibilities of Labour Relations Officer. One of the positions is for a one year term and the second is a full-time, indeterminate position. In addition, we will be creating a list of qualified candidates for potential future candidacies.
Competencies and experience
Under the supervision of the Director of Professional Services, the Labour Relations Officer will provide union members with various labour relations services in English and French. The candidate must be fully bilingual and be able, among other things, to serve as the lead labour relations representative in all phases of conflict resolution, including grievances, mediation and arbitration.
The chosen candidate must have at least five years of relevant full time work experience in labour relations in a unionized environment. We are particularly looking for individuals with specific experience in the following areas:
- the application and interpretation of collective agreements, laws, policies and directives in the federal or provincial public services, or in a large employer environment;
- recent experience in handling files in a wide range of areas pertaining to labour relations or labour law;
- experience with and ability to conduct research into case law or other legal sources;
- experience in participating actively in consultations, and ability to present one’s views in the face of diverging opinions;
- experience in providing advice and advocacy in all areas of labour relations, including discipline, performance, attendance management and other conflict situations; and
- experience in preparing for, making presentations in and representing an organization in grievance arbitration procedures.
In addition, candidates must possess the following education level and demonstrate the following knowledge and skills:
- A Bachelor’s degree in industrial relations, law, human resources or a combination of experience and education.
- Good understanding of the principles of trade unionism and social justice;
- Ability to mobilize, inform and educate members and to develop information material;
- A good understanding of Health and Safety regulations and workplace insurance boards processes will be an asset.

- Sound judgement and strong aptitude for making decisions, sometimes quickly and under considerable pressure;
- Conflict resolution and problem solving skills;
- Demonstrated ability to work under stressful and demanding conditions;
- considerable degree of personal motivation, initiative, autonomy, organization skills and work ethic;
- Demonstrated ability to work as part of a team in a collaborative context by making positive and constructive contributions to the organization and in support of the organization’s vision.
Conditions of employment
Conditions of employment for this position are defined by the ESU collective agreement. The salary ranges from $91,636 to $113,096. In addition to salary, we offer a bilingual bonus of $1,000 per year, as well as various employee benefits.
