About CAPE
On October 10, 2003, the Canadian Association of Professional Employees (CAPE) was officially recognized as the bargaining agent for the combined memberships of the former Social Science Employees Association, and the Canadian Union of Professional and Technical Employees.
Ours is a community of interest reflecting the interest of our members – analysts and research assistants (ROs and RAs) at the Library of Parliament, and translators, interpreters, terminologists (TRs), and economists and social science services employees (ECs) in the federal public service.
Employees who pay union dues to CAPE pay $35.00 a month. Dues are established through a full membership vote, and CAPE’s are among the lowest union dues of all bargaining agents in the federal public service.
But just because we receive your dues does not mean that you are a member of CAPE. Unless you become a member, you are a “Rand deductee”. This nomenclature derives from the Supreme Court Justice Yvan Rand, who, in 1946, rendered a decision whereby all employees in a unionized workplace pay dues, although they are not obligated to become members of the union. His reasoning was that employees in a unionized workplace benefit from the entitlements of the collective agreement negotiated by the bargaining agent, whether or not they belong to the union.
