February 18, 2009
As you are already aware, the Canadian Association of Professional Employees (CAPE) and the Library of Parliament have reached a three-year tentative agreement on January 28th, 2009 on behalf of CAPE members assigned to this unit. Attached is an information kit which includes the amendments to the collective agreement both the Association and employer negotiated and the rates of pay.
This agreement, which provides for improvements to various leave allowances (bereavement, leave without pay for the care and nurturing of children, family-related responsibilities) and travel, also includes a new unpaid leave for employees receiving employment insurance compassionate care benefit, a one-day paid leave for volunteer activities and paid leave for employees who are pregnant and who need time off for medical appointments.
Among other changes, the parties have also agreed to a salary increase of 1.5% in each of the three years of the collective agreement that will expire on June 15th, 2011. In addition, the employer recognizes that the classification of analysts is a key priority and is committed to reviewing the classification of all positions before January 15, 2011.
Lastly, during our discussions, the employer agreed to consult the union with respect to the development of new policies on early retirement, professional development and performance evaluation.
