The collective agreement for CAPE members of the Library of Parliament was signed on March 18. The new provisions are effective as of the date of signing. Notwithstanding this, a memorandum of agreement was signed to extend until August 28, 2009, for employees on staff on April 1, 2009, the period to take the new volunteer leave.

Normally salary adjustments are completed within a few weeks of signing. The employer has 90 days to calculate retroactive pay and to deliver the pay cheques.
