Message from the President
January 4, 2012
The rumour mill has been grinding steadily these past few months with the news that the Government has asked all of its departments and agencies to prepare two austerity plans: one to achieve a 5% budget reduction and the other for a 10% reduction. The Treasury Board ministers have reviewed these plans and will be announcing their decision for the 2012-2013 federal budget, which is expected to be tabled in the House of Commons in February or March of 2012.
New Procedure for Referring Priority Persons

The Public Service Commission has posted a Letter to Heads of Human Resources regarding changes to the Public Service Commission (PSC)’s procedure for referring priority persons, as well as related updates to the Priority Information Management System (PIMS).

In a letter to the Editor of the Ottawa Citizen published today, Bill Krause, former CAPE President and former member of the Public Service Pension Advisory Committee, calls the C.D. Howe Institute to task for once again misrepresenting and misinterpreting the unfunded liability in Canada’s Public Service Pension Plans. Read the full text of the published letter here.

Update on the Treasury Board of Canada Secretariat’s Disability Management Project

On October 4, 2011, the Treasury Board of Canada Secretariat announced the official launch of many of the products developed under the Disability Management in the Federal Public Service project (http://www.tbs-sct.gc.ca/hrh/dmi-igi/index-eng.asp) to help deputy heads and departments acquire a disability management capacity or build upon their existing capacity.
Electronic Voting Process a Resounding Success

The new CAPE integrated e-communications system used in the ongoing voting process has reached over 8,000 CAPE members, and the response rate in the first five days of the voting period has been remarkable.

Petition to Stop the Conservative Government’s Plans to Cut Federal Public Services

The Public Service Alliance of Canada (PSAC) and the Professional Institute of the Public Service of Canada (PIPSC) have initiated a campaign aimed at convincing Members of Parliament and Treasury Board President Tony Clement that eliminating jobs to reach budget goals is not in the best interest of the public service or the Canadian public. As part of the Partnership with Canadians campaign, PSAC and PIPSC have asked for the assistance of their fellow bargaining agents, and many have agreed to assist, including CAPE.

The Public Service Pension Advisory Committee, which is comprised of Senior Management and Bargaining Agent representatives, met on June 21, 2011, at Treasury Board for a presentation by PSP Investments. PSP Investments oversees the investment management of the Federal Public Service Superannuation Plan. The presentation was regarding the Public Sector Pension Investment Board 2011 Annual Report.

Ottawa, Ontario, June 7, 2011… Today’s announcement from the department of Public Works
Government Services Canada (PWGSC) of cuts to programs and positions resulting from a
strategic review is one moment in an already long series of review processes in the federal public
service. For five years departments have been following a Conservative mandate to review and
cut. Now they are cutting into the bone of public service programs, if necessary, to reach
questionable budgetary targets. According to department sources, PWGSC has received
approval from Treasury Board for twenty-two “initiatives”, nine of which will have a direct
negative impact on jobs.

At Canada Post, the employer wants to create two categories of workers: those who enjoy working conditions obtained through very difficult conflicts and those who will have to do the same work, but at cheaper conditions for the employer.
