TR Bargaining – Meetings with the Employer in April, May and June

To date, there have been 23 days of bargaining at the TR bargaining table, including April 18th, 19th, 29th, 31st; , May 13th and 14th, June 16 and 17. In April and May there was a feeling with CAPE’s TR bargaining team that tentative progress was being made. However, CAPE was very disappointed at the June meetings when some of the outstanding issue which it saw as very important and for which there was some apparent openness on the employer’s side where for all intents and purposes left unaddressed.
From the perspective of CAPE’s TR bargaining team, the June meetings were experienced as a significant bump along the way to an agreement and reflected a process problem that has been affecting bargaining for some time now. CAPE suggested at the table that the parties call upon the services of the Public Service Labour Relations Board to see what assistance if any could be obtained at this stage of the bargaining process. The employer agreed to work with CAPE toward an effective solution, and the parties are in the process of exploring how the board can assist.
CAPE has brought to the table an extensive list of problems, 34 in total, reflecting the legitimate concerns of the TR bargaining unit. The employer, i.e. Treasury Board and the Translation Bureau, has brought 10 problems to the table. Some progress has been made over the course of the past 10 months.
