At noon today the employer and the Association signed the new TR Collective Agreement. All articles of the agreement come into effect today, except for salary provisions including salary increases resulting from the pay equity settlement – which are retroactive to April 19, 2003, and compensatory leave provisions, which came into effect in June 2003.

The parties also signed two Memoranda of Understanding, one confirming the method of application of the new article regarding reimbursement of professional dues, the other introducing the transition process for the new Personal Leave and Volunteer Leave. As there are only a few weeks left in this fiscal year, the parties agreed that the Volunteer Leave of 2003-2004 could be carried into the next fiscal year, and must be taken by June 30, 2004. No other carry-over of this leave will be possible, and the carry-over is only applicable this one time. The personal leave of 2003-2004 must be taken by March 31, 2004 at the latest, the employer having indicated that it will do its utmost to accommodate those TRs who request this leave. It is still subject to operational requirements, however, and may therefore be denied, in which case the employee would have the right to grieve and ask that management justify their decision.

The new Collective Agreement also provides for the formation of a Joint Labour-Management Committee to study the Interpretation and Parliamentary Translation Directorate (IPTD). Association representatives on this committee are: Henri Bagdadi of Parliamentary Interpretation, Dorothy Charbonneau of Conference Interpretation, Jean-Pierre Clemente of Debates, Isabelle Rivard of Parliamentary Documents, and Danielle Zanibellato of Parliamentary Committees. The co-chair on the union side will be Micheline Lasalle of the Technical Section, whose training in human resources management and meeting facilitation will be of great help to the committee.
