TR Individual Production Objectives

As you are aware, management at the Translation Bureau announced, in April, its decision to substantially increase the production objectives of its employees.

Having at heart the many concerns of those members affected by this change, CAPE proposes to make these concerns know through an individual or group action, as described below.

Individual Action

As stated in previous communiqués, CAPE's position is that production objectives must be individual and attainable, and as such must take into account individual circumstances, for example, the context of certain services or the state of health of the member (the employer's duty to accommodate, union activities, etc.). Each situation must be the object of an individual analysis. To this end, if you think that a health problem of a physical or psychological nature affects your ability to reach the expected production objectives do not hesitate to consult a physician. If the diagnosis supports your concerns, submit a copy of the medical certificate indicating your limitations (for example pace, stress) to your manager, and request a review of your production objectives. Treasury Board's policy regarding Duty to Accommodate Persons with Disabilities in the Federal Public Service encompasses, among other things, chronic pain, permanent or temporary conditions which cause pain, limit or eliminate certain activities. If you believe that the employer should take into account particular circumstances in your case, it is your responsibility to inform management, particularly if the circumstances might adversely affect your productivity, and your ability to attain the production objective. If, following a meeting with management, the adjustments and explanations provided are still unsatisfactory, CAPE strongly recommends that you document your efforts and provide the manager with a copy of a summary of your arguments, and request that it be attached to your production objective form. This documentation may prove useful in the event of recourse against your individual objectives, your next performance evaluation or any measures taken by management in light of those results.

Along the same lines, CAPE is proceeding with its efforts at the Senior Management level. In order to gain the leverage needed to raise these issues with members of Senior Management at the Bureau, CAPE has created a confidential address (tr267@acep-cape.ca)to measure the magnitude of members' dissatisfaction and to gather your arguments and all other relevant and well founded information regarding individual production objectives.

Your support and that of your colleagues is vital to the success of these efforts. We therefore ask that you quickly spread the word to your colleagues and send all of your arguments to the address above, in a succinct and structured summary, to facilitate their rapid and efficient compilation. Please forward us your comments by the end of May.

To allow for a more accurate analysis of the situation, we would be grateful if you indicated your name (and your area of service, if you are the spokesperson, indicating how many individuals are in agreement with your point of view) your service and your level (eg TR) in your material.
