Production Goals/Translators

Representatives of the Translation Bureau Local met with the Vice-President, the Directors of Operations and a labour relations officer from the Translation Bureau on the 13th of April for an information session regarding the situation at the Bureau, and the production goals announced by the Employer the week before Easter.
Management explained that a communication plan (information sessions, and FAQ’s) had been prepared in order to explain to translators the administration of the production goals, as well as the reasons for the significant increase in goals. Management confirmed that an individual production evaluation plan will be established, the production objectives being individual. The Bureau foresees an average general production of 2.67 times the number of average days by level which are dedicated to billable activities.
Management will meet with translators on an individual basis to establish the objectives. They will explain the tools and support that will be made available to those who require assistance in reaching their objectives. In this case, it will be necessary to get specific commitments, and do not hesitate to communicate with Isabelle Borré, your Labour Relations Officer at the CAPE National Office, if needed.
The CAPE National Office undertook an examination of the jurisprudence and a review of the collective agreement within the context of this jurisprudence. It concluded that the employer may exercise its right to establish production objectives in the manner that it has chosen. The National Office confirmed the results of a similar analysis undertaken by CUPTE and their legal counsel some years ago. It seems that only one factor may limit the exercising of this management right: the health of the employee. However, it is only in the most exceptional circumstances that an objective attained by the vast majority of translators will be considered dangers for an individual member. You must not hesitate to advise us of any problems.
