Translation Bureau Operations Section: notice of calculation of financial incentives for the 2003-2004 fiscal year

You have already received, or will receive during the week of August 16th, a letter informing you of the amount of the financial incentive that you earned during the 2003-2004 fiscal year. The calculation of this incentive is that of the employer, which you should verify and confirm by signing the letter.
It is important to note that paragraph (c) of Article 18 of the memorandum of understanding reads: "The Translation Bureau will re-calculate the threshold [of the incentive] using the actual financial data available in June 2004. This new threshold will be used to calculate the incentive if it is below the threshold projected in accordance with 18 (a), [which takes into account inflation, indirect costs, payed days, billable days, rates and salaries], if not the projected threshold will continue to be used." (Emphasis added.)
The projected threshold of 2.59, which is less than the threshold calculated in June 2004, applies for the 2003-2004 fiscal year.
The parameters that are used in the formula to calculate the coefficient, notably the indirect costs and the number of days spent on billable activities, did not match Bureau projections, and cancelled out the corrective effect the increase in the wage bill had on the coefficient(which did not diminish, as would have been the case if the previsions of the Bureau had been accurate).
Your signature at the bottom of the letter will confirm that you do not dispute the value of your financial incentive as calculated.
If you have questions, or if corrections of the calculation are required, the letter invites you to communicate with your manager within 10 working days.
Under Article 14 of the memorandum of understanding regarding the Financial Incentives Plan, you have 15 calendar days following your manager's final determination in which to file a grievance.
Should you decide to file a grievance, we ask that you contact Isabelle Boré at the CAPE National Office to initiate the necessary proceedings as soon as possible following receipt of your manager's decision.
