TR Performance Objectives for 2005-2006

Last April, the Translation Bureau imposed a quantitative objective that included a 2.67 production coefficient and a minimum number of days of billable activities. A very large number of you manifested your displeasure with this objective. We took note of your reaction and, buoyed by your comments, suggestions, complaints and grievances, and especially, your support, CAPE’s Translation Bureau Local Section spared no effort to defend your interests and worked relentlessly to get the Bureau to review its position.
After many consultations held since last April, it would seem that our efforts to get management to see the magnitude of the problem have paid off and have convinced the Bureau to review its position on production objectives.
The major result of these consultations is that management will no longer link performance objectives to the Bureau’s financial objectives.
Although there is still work being done and many details do have to be ironed out, the Bureau’s offer is promising: the procedure for accounting for time will be simplified and the financial production requirements eliminated from the objectives, as you wanted them to be. And, to address your concerns, guidelines and safeguards will be put in place for the new objectives.
We feel that the Bureau’s openness to your grievances during the past weeks is a good sign. However, we mustn’t forget that our union representations took the form of consultations, not negotiations, and that management has the sole right to determine the end result and implement it. We will remain vigilant throughout the process and we encourage you to forward any comments to your union representatives.
What is now being proposed seems to be a clear improvement over what was imposed last April and clearly shows that, together, we can make a difference and one that is in everyone’s best interest.
