The Collective Bargaining Committee for CAPE Members of the Library of Parliament

Pursuant to Paragraph (i) of By-Law 7.1.1, and on behalf of the National Executive Committee, I call for volunteers from the CAPE membership of the Library of Parliament for the purpose of establishing a Collective Bargaining Committee.

According to the by-law, the call for volunteers for the bargaining committee must be made no later than 3 months prior to the earliest date for notice to bargain, in this instance no later than January 15.

The names of volunteers will be presented to the National Executive Committee (NEC) for approval, as stipulated by Article 13.2 of CAPE’s Constitution.

Volunteers must submit their reasons for wanting to be member of the committee (see B7.1.1(iii)).

The NEC will chose the members of the committee according to the criteria identified in Paragraph B7.1.2 of the By-Laws.

The names will be presented to the NEC at the meeting scheduled for January 2005.

Therefore, the national office (please send to the attention of Liana Griffin at lgriffin@acep-cape.ca) must receive the names of volunteers as well as their reasons for serving on the committee no later than January 10, 2005:

I remind you that the responsibility of negotiator belongs to the President of the Association (Constitution, Paragraph 9.2). The President may delegate the responsibility to a Vice-President, to a member of the National Executive Committee or
to a member of the Association’s management (see Constitution, Paragraph 9.12).

I invite the local leadership of Local 515 to share information regarding the committees with the members that they represent. The memorandum that you are reading will be posted on the CAPE web site no later than Friday, December 10.
