Library of Parliament Collective Bargaining

Since the Spring of 2000, the Association and Library of Parliament management have met several times to address the demands brought to the table by each of the two parties. Considerable progress was made prior to the Summer. However, talks stalled in the Fall, with only three outstanding issues. Negotiations having reached an impasse, the parties will be presenting their respective arguments to an arbitration panel of the Public Service Staff Relations Board. The hearing before the Board has yet to be scheduled. The outstanding issues are: (1) our proposal of reducing the qualifying period for acting pay, (2) our proposal of a bilingualism bonus, and (3) the issue of pay.
