New Contract for Library of Parliament Research Officers

An arbitral award rendered on June 11 finally resolved three issues that the employer and the Association could not come to agreement on in the bargaining process: pay, acting pay and bilingual bonuses.
With regard to pay, the award grants a 2.5% increase for Research Officers and Research Assistants retroactive to May 1, 2000 and a 3% increase effective May 1, 2001. Effective May 1, 2000 an additional increment will be added to the top of the Research Assistant Junior Working Level and to the top of the Working Level, and an increment equalling 50% of the difference between the maximum and penultimate step will be added to the top of pay scales for all other ranges in the bargaining unit. The pay ranges will be comprised of six steps at each level. This will be accomplished by removing extra steps at the bottom. The contract covering our members at the Library of Parliament expires on June 15, 2002.
With regard to acting pay, employees will be entitled to this after 5 consecutive working days. This is an improvement from the previous 10 consecutive working days, and brings this provision in line with that of our ES and SI members.
With regards to bilingual bonuses, it has been the employer’s longstanding opinion (and practice) that employees required to work in both official languages should not be entitled to a bilingual bonus. The arbitral award sees our Library of Parliament members receiving a bilingual bonus of $800.00 per year.
The employer has 90 days to implement the pecuniary changes in the collective agreement.
