CAPE Members at the Library of Parliament
Ratify New Collective Agreement


Ottawa, January 18, 2006... Members of the Canadian Association of Professional Employees who work at the Library of Parliament have ratified a new collective agreement. A tentative agreement reached at the bargaining table in mid-December by CAPE and the Library of Parliament received very strong support from voting members of the Analysts and Research Assistants bargaining unit.

The three year contract includes salary increases of 2.5% retroactive to June 16, 2005, 2.5% effective June 16, 2006 and 2.5% effective June 16, 2007. An additional 1.1% has been added to the value of the current maximum of each pay line. Over 95% of the membership will benefit from improvements to the top increments during the life of the agreement.

Other improvements include:

• a new article prohibiting all forms of harassment, including abuse of authority, sexual harassment and personal harassment;

• removal of the cap on compensation for travel - as a result, all travel time will be compensated;

• the definition of a probationary period of up to 12 months, with the possibility of an extension of 12 months in the event that the employee’s performance is not fully satisfactory.

Unique to this contract is a provision which allows entitlement to bereavement leave for the death of a relative for whom the member has a legal responsibility. CAPE is the first federal public service bargaining agent to achieve this gain.

“The Association is pleased to note that the parties at the bargaining table were able to build on the constructive relationship that was developed in the previous round of bargaining,” said Chief Negotiator and Director of Professional Services, Claude Danik. “The parties were successful in addressing important longstanding issues, including wording on the prohibition of harassment and new language regarding health and safety.”
