The bargaining team representing the Research Officers (RO) and Research Assistants (RA) at the Library of Parliament has reached a tentative agreement with the employer.

The bargaining team representing the Research Officers (RO) and Research Assistants (RA) at the Library of Parliament has reached a tentative agreement with the employer.

The three year agreement includes salary increases of 2.9% retroactive to June 16, 2002, 2.5% effective June 16, 2003 and 2.5% effective June 16, 2004.

Extra increments will be added to the top of each of the two RA pay scales, equal to 3.8%. In addition, 2% will be added to the current top increment of each of the other pay lines. Approximately 75% of the membership will benefit from improvements to the top increments.

Other improvements include:
  • a provision which allows employees to ask for extra Family Related Responsibilities Leave, beyond the cap of 5 days;
  • 6 weeks of vacation leave after 28 years of service;
  • extension of Care & Nurturing Leave to children of all ages;
  • a Memorandum of Agreement creating a union-management committee to examine the entire spectrum of professional development issues at the Library.

Unique to this contract is a provision which allows for a 104 week window-period for parental leave, if the child is hospitalized. The Association is the first Federal Government Union to get this provision added to a collective agreement since the change to legislation in early 2002.

The details of the tentative agreement will be provided to the membership at the Library of Parliament for ratification in the very near future.

“The Association is pleased with both the outcome and the process of the current round of bargaining with the Library of Parliament,” said Chief Negotiator and Director of Professional Services, Dr. Claude Danik. “Discussions were frank and constructive, and each of the two bargaining teams made efforts to address the other party’s priorities. It is to the credit of all involved that agreement to the terms of a new contract was reached at the negotiating table. In the end we used recourse to a third party, arbitration, as it should be used: as an inducement to work out our problems together.”
