Employees have until December 31st 2006 to request retroactivity in the application of the rates in the calculation of travel expense claims for authorized government business travel for the period of July 1, 2006 to August 31, 2006.
Pension Surplus Trial Scheduled to Resume in February 2007

The dates for the second part of the trial have now been finalized. The evidence will be heard in 2007 during the weeks of February 26, March 5, March 19, March 26, April 2 and April 9.

In September 2004 , in order to ensure that there was a common understanding of responsibilities, liabilities and processes which are shared by CAPE Labour Relations Officers, National Executive Committee members and members of the Local Leadership, a protocol describing redress representation procedures (Protocol 1) was distributed, which Labour Relations Officers were required to follow. This protocol has been updated.

In a decision dated December 23, 2005, Justice Panet of the Ontario Superior Court of Justice ruled that 128 internal government documents would be admitted into evidence in the court cases challenging the federal government’s confiscation of over $30 billion of surplus in the superannuation plans for the Canadian Forces, the RCMP and the Public Service.

The National Executive Committee (NEC) and the Finance Committee have taken a long hard look at the financial situation of our organization. We find that it will be impossible to continue providing services to the members as of 2007 without a dues increase. Accordingly, a dues increase of $12.00 has been proposed, and ballots have been sent to the membership.

Inmate Custodial Allowance (ICA) – The Association braces for the worst

Over the next two weeks, Correctional Service Canada will be reviewing the Inmate Custodial Allowance (ICA) paid to our members working in federal penitentiaries. Currently there are 165 Association members who receive the ICA, and we are hoping that very few will be affected by the review, since the vast majority of our members employed in penitentiaries are in generic positions.

NJC Bargaining Agent Side members expressed their outrage at the unilateral decision by the employer to increase employee pension contributions by 0.3% per year over the next 8 years, starting in January 2006. When these changes were announced, they were immediately and vociferously denounced.

The CAPE Constitution mandates that elections be held for half of these positions each year. The existing CAPE By-Laws require that an Elections Committee be established no later than March 15 of the calendar year in which elections are to take place, to oversee the elections process.

Robert was an employee of SSEA for many years, and recently joined the Public Service Staff Relations Board as a mediator. In a presentation and submission made to Treasury Board on December 17, 2002, the Association of Public Service Financial Administrators stated unequivocally that it intends to strive for an incorporation of ES, AS, CR and even EX positions into the FI Group. Such a move could effect up to 1,000 ES positions.
