Summary of EC (ES/SI) Negotiations December 9 and 10, 2003

Your EC negotiating team met with Treasury Board negotiators (the Employer) for a third round of bargaining on December 9 and 10, 2003. This meeting took place in the context of a pending change of leadership in Government and stalled negotiations with the largest Public Service bargaining units. When this session was originally scheduled we were hoping to receive an initial pay offer from TB in response to our previously tabled pay proposal. When seen in the greater context we were disappointed but not particularly surprised that the employer chose not to table a salary proposal at this time. We fully expect to receive a pay proposal at our next meeting early in the new year.

At this session the EC team and the Employer each responded to proposals made by the other in the previous session. In this way we continue to communicate regarding our non-monetary needs, and the Employer is showing some flexibility toward EC specific issues. However we have let the Employer know that we are reaching the limit of what we can respond to until we have the whole of the Employer's response to our issues, including pay and our proposals to jointly study the overtime issue.

As we close 2003 we note we have been without a collective agreement for over six months, and we look forward to being able to reach an agreement that is the best possible for EC members as early as possible in the new year. We are at the same time realistic that other factors also have a bearing on our negotiations, including the general policy thrust of the new leadership in Government and their attitude to labour relations, and the status of negotiations in other Public Service bargaining units. Dates have been reserved for the next round on negotiations in the last week in January and during the week of February 16.
