CAPE Signs One Year Tentative Agreement
on Behalf of EC Group

Ottawa June 29, 2006…
A one year tentative agreement has been signed by CAPE and Treasury Board. When it became clear to CAPE that the information required to negotiate the new EC pay scales, taking into consideration the results of the planned EC classification conversion, would not be available in a timely fashion, CAPE tabled a proposal for a one year agreement.

The EC bargaining committee had been faced with the prospect of negotiating improvements to the collective agreement now, and then negotiating pay some time in the Spring or Summer or possibly the Fall of 2007, with the possible conclusion of bargaining in 2008. The Public Service Human Resources Management Agency database delay would have delayed, for all EC members, access to the provisions of the new collective agreement. The bargaining team did not believe that it was in the members’ best interest to have to wait until ’08 for a pay increase. “CAPE made an original and reasonable proposal,” said Chief Negotiator Claude Danik “It is very much to Treasury Board’s credit that it listened and agreed to a solution that will prove mutually beneficial.”

CAPE’s EC bargaining committee decided to approach Treasury Board with the proposal of an immediate agreement to a one-year contract which would deal with the matter of a pay increase as of June 22, 2006 and with a short list of improvements to the EC agreement.

Treasury Board agreed to this proposal, as well as to the following:

A salary increase of 2.5%, effective June 22, 2006.

The Marriage Leave Article has been replaced by a one-time entitlement of 5 days of leave with pay available once in an employee’s career. Members who have already taken marriage leave will be entitled to this new 5 day credit.

For CAPE members who work at Corrections Canada, the Penological Factor Allowance has been redefined, assessing risk rather than custody of inmates. The PFA will henceforth be determined by the highest security level of the institution.

The Maternity and Parental provisions have been harmonized with the Quebec Parental Insurance Plan.

The contract will expire on June 21, 2007. The CAPE Collective Bargaining Committee will be meeting in the fall to begin preparations for the next round of bargaining.
