Update on EC Classification Reform

The Public Service Human Resources Management Agency (PSHRMA) is preparing version 5 of the new EC classification standard. It should be completed by the end of January and will be tested shortly thereafter. Version 4 had a few problems, some of which had been pointed out by CAPE in the analysis provided to the agency in November.

The current version of the standard, version 4, includes seven elements: decision-making; leadership and operational management; interaction; knowledge; research and analysis; effort; and working conditions. Evaluation grids have been designed for each element. However, the distribution of points for rating work descriptions, i.e. the relative weight of each element, has yet to be determined. PSHRMA is not yet at the stage of rating work descriptions.

Work descriptions are being written in the new format for the purpose of testing the standard, and solely for the purpose of testing the standard. No CAPE member should be provided with an official work description in the new format at this time.

There will be an official notification period at the beginning of the conversion process when EC employees will be provided with their new EC work descriptions and classification rating and level. This will occur only after new salary scales are negotiated in the upcoming round of EC bargaining, some time in 2007.

Data is being entered into a database for the purpose of analysis. Eventually, when a final version of the standard is tested and confirmed, rating scales will be added to the evaluation grids and testing of the standard as an evaluation tool will begin.

It is estimated that completion of the standard is a few months away. At each stage of development, new testing can and will result in modifications to any part of the standard. Therefore, it is important to keep track of changes with our monthly updates.
