Ratification Vote - EC Collective Agreement

The EC collective agreement expired on June 21, 2006. CAPE's bargaining team met with the employer's bargaining team on June 19 and 20 to begin negotiating what was deemed to be the conversion round of the new EC classification standard. While the Association and Treasury Board recognized that progress is being made in the preparation of the new standard by the Public Service Human Resources Management Agency (PSHRMA), it was obvious that the database required by the parties to negotiate the new EC pay scales would not be available in a timely fashion.
Your EC bargaining committee was faced with the prospect of negotiating benefits now and then negotiating pay some time in the Spring or Summer or possibly the Fall of 2007, with the possible conclusion of bargaining in 2008. The database delay would have delayed significantly for all EC members access to the provisions of the new collective agreement.
Faced with the probability of a long delay, CAPE's EC bargaining committee decided to approach Treasury Board with the proposal of an immediate agreement to a one-year contract which would deal with the matter of a pay increase as of June 22, 2006 and with a list of improvements to the EC agreement. The purpose of the proposal was to find a way to allow EC members to benefit from these improvements, immediately. While there was some resistance to the notion from Treasury Board, it is to the credit of the employer that it judged that the proposal was reasonable considering the special circumstances. After some negotiating Treasury Board agreed to a collective agreement that will be re-opened in June 2007 and that the EC bargaining committee is recommending to you today.
The ballots will be mailed shortly. Your ballot must be received at CAPE's national office no later than noon, July 28.
