EC Conversion Update

CAPE has been informed that preparatory work leading to the conversion of positions for over 10,000 ES and SI public service employees is almost complete. Departments, with the assistance of the Canada Public Service Agency, are reviewing cases where allocation to the EC group or the matter of the EC level has yet to be finalized. But work on the overwhelming majority of positions is over.
Advance Personal Notification (APN) will occur from June 16th to June 20th, 2008. By the end of that week, all notices will have gone out to persons occupying ES or SI positions informing them of the employer’s EC classification of their respective positions.
The Official Personal Notification (OPN) will only occur some time after Treasury Board and CAPE have reached a tentative agreement on a new EC collective agreement with new pay scales. The tentative agreement will be put to a ratification vote of CAPE’s ES and SI members. If the vote supports the tentative agreement the employer will announce a date for the OPN.
CAPE members who are concerned about the content of their work descriptions or about the classification of their work descriptions are encouraged to talk to their supervisors during the period of time between the APN and the OPN. CAPE members are encouraged, if they have not already done so, to consult the document entitled EC Work Description Writing: CAPE’s Perspective, Part I and Part II.
If a member is not satisfied with his or her supervisor’s response, then the member should communicate with CAPE’s national office for advice. Classification grievances can only be filed during the period of 35 calendar days following receipt of the OPN. Where CAPE agrees that there is merit to a concern that, if successful, would result in an upward re-classification, CAPE would encourage a member to file a classification grievance.
