EC Classification Reform Update - 3

Work on the new EC classification standard has been completed. The month of May is being used for a final validation of the standard's usefulness in clearly distinguishing work of different levels. The employer has decided to go with seven levels for the new EC group. As previously reported, the standard will include 7 elements which are intended to reflect the various aspects of EC work that bring value to the employer.

These elements are:

decision-making;
leadership and operational management;
interaction;
knowledge;
research and analysis;
effort;
working conditions.


The Public Service Human Resources Management Agency (PSHRMA) has yet to share version 7, the definitive version of the standard, with CAPE. In order to proceed to the final testing and evaluation of the standard, evaluation grids have been designed for each element, and a point-rating scale has been allocated to each element. Again, CAPE has not yet been made privy to this information.

It is expected that the Association will be provided with the employer's EC standard shortly after final testing. Once the Association has analysed the final version, CAPE will be in a position to advise members on work description writing.

It is anticipated that departments will be heavily involved in the process of writing work descriptions over the course of the Summer and Fall and possibly early Winter. During this period, EC employees will be provided with a copy of their work descriptions along with the classification, for the purpose of providing comments.

As work descriptions are finalized, departments will input data into a database which will be used for collective bargaining. PSHRMA expects the database to be ready for bargaining only some time in February or March 2007, or maybe later. Once the database is ready, both parties will analyse the data separately and bargaining of the pay scales begins.

After the completion of negotiations between CAPE and Treasury Board of new pay scales for the new EC levels, EC employees will be given an official notification that will include the work description, and notification of the classification level and pay. Members will have a 25 working day period during which they can file a grievance against the work description and/or classification.
