Volunteer Leave and Personal Leave - the EC group

Not a day goes by without having CAPE EC members being reminded that we do not have the 2 days of leave per year, one to work as a volunteer for a charitable organization (volunteer leave) and one for reasons of a personal nature (personal leave).
The EC Group's last collective agreement was reached in June 2001. At the time, the PSAC groups were gearing up for a strike. When we tabled our proposals for leave improvements, Treasury Board gave us assurances at the table that during that particular round of bargaining, no other group would be granted more days of leave than the EC group had been granted. We accepted the Employer's word, we accepted the deal offered to us as it represented a significant pay increase for the majority of EC members. After a series of rotating strikes by the PSAC, the PSAC and the Treasury Board reconvened during the week of September 11 and reached an agreement which included the 2 days of volunteer and personal leave.
The following table shows the list of all of the groups, 66 in total, which have been granted the 2 days of leave and the date on which the days of leaves were available to employees.

Not surprisingly, we expected the Employer to extend these 2 days of leave to the EC Group during this round of bargaining. Unfortunately, these two days remain outstanding as we head to arbitration.
