Extra Increment for Some Promotions to ES-03/SI-04

The Canadian Association of Professional Employees and Treasury Board signed a Memorandum of Agreement February 23rd, 2004, that makes the arbitral decision regarding promotions from the ES-02/SI-02 pay line to the ES-03/SI-04 pay line effective June 22, 2003.
In October 2004, Ken Norman, the arbitrator who decided on matters that were not resolved at the EC bargaining table, ordered a change to the ES-03 pay line that was meant to allow promotions from the highest increment of the ES-02 pay line to result in movement to the second increment of the ES-03 pay line. Unfortunately, the change to the numbers on the pay line did not achieve this objective.
CAPE and Treasury Board agreed to remedy the situation by increasing the value of the smallest increment on the ES-03 pay line (third increment) by $2, which has the effect of moving a promoted ES-02 who was at the top of the ES-02 scale to the second increment of the ES-03 pay line, rather than the first.
The change is retroactive and means that ES-02 members who were promoted on or after June 22, 2003 from the top increment of the ES-02 line to the ES-03 line should contact their pay and benefits officer for information about their pay adjustment and about payment of retroactive monies owed to them. In addition, any CAPE member who was at the third increment of the ES-03/SI-04 pay line any time on or after June 22, 2003 should also contact their pay and benefits officer.
