Update on EC Classification Reform, October 2005

The Public Service Human Resources Management Agency provided CAPE with a copy of the fourth draft of the new EC Classification Standard. The new version is distinctly different, and warrants a close examination before the Association will be in a position to provide the Agency with comments. A first reading shows that improvements have been made to the standard, one being an important change that had been recommended by CAPE representatives over a year ago. However, the new version presents some problems in terms of application, which, in our view, poses the risk of inequitable applications. CAPE will be sharing our observations with the Agency in the near future.

Remember that the Employer must produce a final version of the standard, apply the standard to all EC work descriptions in the public service, and create a data base from which the new salary scales will be negotiated during the 2006 round of negotiations for the EC Collective Agreement. If we rely on our past experiences at the negotiating table, we can expect to feel the results of the conversion exercise sometime in the spring of 2007.
