EC Conversion: the Advance Personal Notification

The week of June 16 has been chosen by the Canada Public Service Agency for the Advance Personal Notification (APN) of the EC conversion process. Each and every ES and SI employee covered by the EC collective agreement will receive written notification either at work or at home of the proposed group and level of the employee’s position for the conversion.

The notification should include the employee’s position number, the position’s current classification and the proposed EC classification. There should be brief reference to the process whereby the APN will be followed by the Official Personal Notification (OPN) only after a new EC collective agreement has been signed. The employer should also remind employees that the pay structure for the group is unknown at this time. New pay scales will need to be negotiated for the EC group. There can be no confirmation at this time of the pay corresponding to the proposed EC classification of a position. Finally, the notice should identify a contact person for the matter of the notification.

ES and SI employees are reminded that the APN begins a period during which each ES and SI employee should review with his or her supervisor the content of the work description that has been evaluated for the EC conversion and that will be effective on the date of conversion. Employees have from the APN date to the OPN date in order to address any issues regarding the content of their work description. Though it is anticipated that OPN will occur some time in early 2009, ES and SI members of CAPE are encouraged to meet with their supervisors as early as possible after the APN. Remember that reviewing your work description should be done during office hours not on your own time.

If you have not received your APN by June 27, you should speak to your supervisor.
